EDUCATION: John Scarbrough is military academy trained. He is a graduate of Valley Forge Military Academy (Class of 1985) with honors. Here is where he learned military discipline, strength of character, responsibility, respect and humility, leadership and to aspire to become a citizen of the highest integrity in his community. During his four years he served as cadet private and quickly earned an invitation by Valley Forge Military Academy to attend there NCOCS noncommissioned officers candidate school his at the end of his sophomore year He served as a cadet First Sergeant his junior year over 70 cadets and at the end of his junior year he was invited to Valley Forge Military Academy and Junior Colleges officers candidate school or OCS and then awarded the rank of Cadet Captain and Company Commander of G Company his senior year where he provided leadership and basic military training and support and a host of administrative military duties along with military formations parades physical exercises oversight during study halls, and duty rosters as well as daily and weekly and monthly inspections and prepare verbal and written reports to Academy tactical officers and faculty all while having over 84 cadets between the ages of 14 to 29, under his command. where the famous movie TAPS with acting legend’s Sean Penn and Tom Cruise was filmed the movie highlights a unique perspective on how students at a prestigious military academy prioritize honor above all other human virtues. Released in 1981..

During the end of his senior year at the age of 18 Mr. Scarbrough was offered the highest cadet rank of Regimental Commander over then estimated up to 1500 cadets by U.S. Retired Colonel Coats, Commandant of Cadets and elected by his superiors and respected cadet peers which included tactical officers, regimental command officers, battalion command officers and regimental cadet captain officers.

John Scarbrough was an award-winning athlete, Team Captain in football and track, and honor roll student and earned awards such as the Veterans of Foreign Wars medal for leadership and academic excellence presented by acting legend Bob Hope and General Mataxis, US Army Retired.

John Scarbrough also holds a bachelor’s degree with honors in Business Administration and Management from Tampa Business College. During John Scarbrough’s four years of college, he attended classes seven days a week, worked three jobs, and made the Dean’s list throughout his college experience. Also during this time John Scarbrough worked diligently and raised money to purchase his first business a franchise called apple polishing systems Where he and classmates that he trained and hired worked on detailing aircraft marine craft commercial vehicles Maintenance vehicles and equipment luxury cars and motorcycles using patented Teflon chemicals and various automotive commercial grade cleaning equipment and supplies with customers throughout the city of Tampa and Hillsborough County Florida.

EXPERIENCE: John Scarbrough’s deep commitment to the service of the homeless, frail elderly, mentally retarded, and disabled people grows out of his lifelong exposure to the service of this special needs population. After finishing his bachelor’s degree in 1990, Mr. Scarbrough devoted his time to establishing a Personal Care Home Facility for low-income individuals living with disabilities who were in crisis or homeless. John Scarbrough was able to place a number of these individuals back into independent living or structured settings and access day treatment, medical, and therapeutic services for residents whose mental and medical diagnoses would be considered chronic or critical.

From 1990 to date John Scarbrough has overseen the day-to-day administration and operations of 4 companies and has employed up to 45 employees on various academic levels from high school graduates, to LPNs, RNs, Masters’, and Ph.D. graduates. As a licensed residential services provider to the homeless, children and adults living with severe

physical disabilities, HIV, Traumatic Brain Injuries, terminal cancer, dialysis treatment, heart failure (with oxygen dependency), frail elderly, mentally retarded, developmentally delayed infants, children, and young adults and advocating for client health and welfare.

Mr. Scarbrough’s duties and experience include but are not limited to: Being granted two Medical Assistance Provider Numbers to provide Home and Community Based Medicaid Waiver Services for people living with physical disabilities and debilitative medical conditions since 2006 to date with 98 and 99 percent inspection scores. Since 1991 Mr. Scarbrough has also been a licensed Personal Care Home Administrator with a facility that is zoned to house up to 51 residents.

Since 2000 Mr. Scarbrough has been a Special Needs Emergency Shelter Provider for the Office of Emergency Shelter and Services and Philadelphia County at large. Mr. Scarbrough has served well over 1100 people living with physical disabilities and special needs and continues to serve more each year along with his established Soup Kitchen Programs that feed hundreds of meals each month. John Scarbrough experienced in cutting through red tape to assure adequacy of individual care, non-discrimination, access to income benefits, social, health care information, and experience in budget negotiations and service delivery is well noted. John Scarbrough has proven to be very resourceful when funding is limited. By establishing working relationships with various Politicians, Commissioners, Directors, Funding Administrators, and licensing officials at the Local, State, and Federal levels.

John Scarbrough has proven to be well-versed and experienced in most regulatory, business, insurance, legal, accounting, tax related, and fund-raising matters regarding the human services field. Writing policy and procedure manuals for various residential programs. John Scarbrough also possesses the ability to establish and open a residential program anywhere in the United States. Well-versed and experienced in coordinating resources and professionals to resolve major business and financial issues for struggling small to medium sized service and charitable organizations who have been enduring financial hardship, and IRS levies. etc. Also Mr. Scarborough is well versed in the IRS 1023 application process of a non-profit corporation, and C-Corp. As well as non-and for-profit corporation, business plan development, and grant proposal writing.

John Scarbrough is well-versed and experienced in operating budget preparation, A-133 audit process, licensing of community programs, and redevelopment of residential and commercial facilities to meet the needs of disabled people. Trained and well-versed in HUD’s Homeless Management Information System (HMIS). Well-versed in the new 2600 personal care facility state regulations HCBS 1915 guidelines, and PA Department of Health

Home Care Agency regulations. Attended several Housing of Urban Development (HUD) seminars on Shelter Plus care, 202 and 811 housing for disabled people as well as several workshops, conferences, and training regarding the funding, administration, and licensing of Residential Programs for the homeless, seniors, and disabled. Certified under four Home and Community-Based Services programs (PDA 60 plus, OBRA, and Independent Waivers, Act 150) as a Medicaid provider.

John Scarbrough is/has been a Certified Housing Choice (Section 8) Property Manager. Certified/Licensed Personal Care Home Administrator for over 30 years Certified/Contracted Homeless Shelter Provider. Certified in CPR/First Aide for the past 20 years. Certified Safe Serve for food preparation and serving by the Philadelphia Department of Health for over five years. Completed 8 hours of A-133 audit and accounting training and fiscal Operations of an MH/MR Program, conducted by the City of Philadelphia and the accounting firm of Asher & Company, Ltd. Completed 16 hours in Integrated Asset Protection and Customer Services. Skilled in computer graphic design. Working knowledge of Windows 10-11, Microsoft Word, Works, Excel, Publisher, QuickBooks Pro., and XP Pro. In addition, various business, and graphics-related software. Mr. Scarborough has provided over 10,000 working man hours has a wheelchair and special needs transportation services driver And has provided transportation services from states as far as Boston to Washington Philadelphia, New Jersey, Delaware in all throughout the Commonwealth of Pennsylvania.

Mr. Scarborough has a working knowledge of using and driving paratransit vehicles, hydraulic and manual wheelchair lifts, portable ramps, wheelchair, and seated chair stair climbing devices and related equipment such as electric and specialized wheelchairs stair lifts stretchers and related ADA transfer and transport equipment, wheelchair tie downs, and supplying vehicles with first aid and safety equipment as well as maintaining routine maintenance of those type vehicles. Mr. Scarbrough has provided well over 600 hands on rides to disabled people and special needs populations. Mr. Scarborough’s transportation services have been used by professional organizations such as the Department of Justice, ran disability transportation services for Hillary Clinton’s presidential campaign staff throughout Pennsylvania., transports for the naval base in northeast Philadelphia, law firms, nursing homes, hospitals, banks, Penn State Villanova, and Temple physically disabled students, charter schools, churches, weddings, Canadian wheelchair hockey team, , funeral homes, employers, hotels airports and airlines and countless numbers of individuals and families living with disabilities. Mr. Scarborough has received a certificate and testing for successfully completing the Certified training program for the Pennsylvania Office of Developmental Programs (ODP) for Providers for transportation services to disabled people.

Awards and Memberships: John Scarborough has been awarded the National Services Award for Veterans in Washington DC. Attended by numerous senators and state representatives military leaders and retired veterans from around the country in which he was humbled and honored to give a speech to that body of men and women regarding ending the plight of homeless veterans, the need and support for funding to improve the quality of life for disabled veterans relating to improved housing and disability services and the job opportunities for our veterans.

Mr. Scarborough was further honored and humbled when he was taken on a private tour by Secret Service officers of the White House and training facilities of the Secret Service in Washington DC.

Mr. Scarborough was also awarded Man Of The Year for 2014 by the prestigious national women’s association W.I.S.E. and given the Brother to Brother’s award given to him by his local church. John Scarborough has also been awarded as a founding member of the Black Achievement Fund a national organization on promoting economic independence, community development, education and advancement.

John Scarborough has been awarded several service contracts totaling millions of dollars over the years in which he allocated those resources to service-disabled people, provide jobs and training with prevailing wages, and retaining the services of many Health and Human services and business professionals who possessed the deep commitment to the improvement health and welfare of people with disabilities and disability services community.

John Scarborough earned funding awards from local county state and federal government agencies such as Philadelphia’s Department of Human Services for Children and Youth, Office of Mental Health/Intellectual Disabilities, The Office of Emergency Shelter, and Services the Department of Public Welfare’s and now PA DHS Home and Community Based Waiver Programs. John Scarborough also is and enrolled Provider special needs care services with Keystone Community Health Choices and UPMC Community Health Choices in Pennsylvania with established service contracts. He also established memberships with United Way of Pennsylvania Southeast Region, Local Food Banks, the National Association of Residential Care Facilities (NARCF) NAEIR (provides free clothing, medical, office, auto, and rehabilitative equipment to non-profit organizations), and The National Association Of Shared Housing Organization.

Mr. Scarborough worked diligently and Pre-qualified to be awarded $3 million in Tax Credits from the PA Housing Finance Agency, for special needs housing. Wrote a Pennsylvania

Department of Corrections, bureau of community corrections RFP- request for proposal which earned a $2.4 million award annually from the Department of Corrections, Bureau of Community Corrections to provide treatment services for the DOC’s mentally ill and disabled population.

In 1995 one of Mr. Scarbrough’s programs, Coleman Retirement and Respite Center’s Facility was lost due to a fire caused by a city-owned vacant lot. From 1995 to 2000 John Scarbrough worked diligently to redevelop a larger facility now located at 935 North 42nd Street.

Along with this new facility came the new name Victory Support Services, Inc. with John Scarbrough as President/ Chief Executive Officer.

COMMUNITY SERVICE: From 1998 to date, John Scarbrough successfully operates Victory Support Services as a DISABILITY SERVICES PROVIDER offering support services to the senior, disabled veterans, disabled homeless and those living in crisis which include special needs shelter plus care services, affordable rental housing, wheelchair, and special needs transportation services, and a host of support services. Currently, Victory has been able to take in over 1100 disabled homeless people off the streets of our city as well as throughout the Commonwealth of Pennsylvania and has helped countless individuals and families in crisis link up with support services that prevented them from becoming homeless.

John Scarbrough has established a not-for-profit organization Victory Shelter Programs, Inc. which is a non-stock 501 (c) (3) corporation. The mission of Victory Shelter Programs, Inc. Board is to provide emergency shelter services to the homeless, implement fundraising campaigns to build barrier-free housing to primarily benefit the disabled homeless, provide outreach service activities, provide jobs, and job training to the homeless and very low-income populations of the communities we serve, mentoring youth and young adults about aspiring to a life of social and community services. Victory Shelter Programs is also active in providing contract residential and support services to local government, veterans affairs, and health and human services agencies.

John Scarbrough has also established the Victory Shelter Programs Soup Kitchen program which provides over 37,000 meals per year to the needy in Philadelphia.

Community Relations and Special Interest Projects: Mr. Scarbrough was born and raised in Southwest Philadelphia and lives and works in West Philadelphia, PA. He also lived and worked and attending College in Tampa FL for four years and has travelled to the country of Jamaica in 1985. He spends his free time with family and friends. Mr. Scarbrough also

spends time assisting and supporting church activities, mentoring youth and young adults in social and community services, volunteering in church fundraisers, collaborating with community politicians, the city’s Police and Fire Departments, business leaders, and human services professionals on projects for the homeless, disabled, and the impoverished in our community.

Mr. Scarbrough often takes time to write letters of support and recommendations for young adults who wish to attend schools of higher education such as West Point and Valley Forge Military Academy and College as well as offering letters of reference for youth and adults entering the workforce, and business-related letters of reference. Mr. Scarbrough is also skilled in and enjoys commercial and residential interior design, desktop publishing, cooking, facility/home remodeling, coin collecting, DIY survival skills, ethnic and spirituality studies, and classic and high-performance car restorations.

Mr. Scarbrough’s drive and work ethic have led him towards establishing additional programs to service our special needs and disabled populations such as the opening of the following: Adult Day Program to serve up to 120 individuals A Basic Life Support Ambulance Service and Para Transit company to transport the physically and medically impaired A 24-hour daycare center for medically fragile infants and children.

Mr. Scarbrough’s drive and work ethic has also led him towards promoting a public and internet fundraising campaign to raise $15 million in funding and resources to build barrier-free housing and support services to people living in poverty and with special needs.

Mr. Scarborough realized at an early age that no man is an island, and he remains thankful for all the endless love and support from his mother, sister. and grandmother. He also wishes eternal blessings to the rest of his family and friends mentors and professional and political and grassroots associates who supported his good efforts over the years.
